This site uses a 15 minute rule and probably a limiter on someone putting 1 penny in at a time. Also, if I was interested, I could put in $500 and it would autobid for me up to the limit. Therefore, if I bid Max $500 and you stopped bidding at $250, I would get it at $265 or something similar. Most web sites make you bid in increments that get larger as the price goes up. Example, you can bid in $1 increments up to $50, then $5 increments to $500, etc.
You will notice that their other guns also start at 1 cent. They do this to get interest, knowing that having an active bidding war can drive the price even higher than if they put a high reserve amount etc. This way, the gun generates excitement and someone will actually bid higher than they normally would because they were in it from the beginning and dont want to lose out now.
