MA Resident going for LTC

I live In MA and the Fall River police department wants 3 letters of recommendation, a reciept to a local range, and a letter from me as to why I want to carry. does anyone have any info as to what I should put in my letter to better my chances to get my LTC? MA is a real Ball breaker for firearms. (Pardon my French) Thanks.

1. There is no basis in the licensing statute for the "3 letters of recommendation." The form calls for the name and address of 2 references - PERIOD.

2. Not only is there no basis in law for the "reciept to a local range," whatever that is, case law holds that the police CANNOT require membership as a condition of licensing.

3. Do you belong to GOAL? If not, why not? :scrutiny:
It has printed suggestions for the "Reason For Issuance" letter in its monthly paper.

Does anyone know if you can upgrade a "Sporting and Target" to ALP while your first license is still valid?

Scenario:
Have held S&T license for 15 years or so, because could never "justify" the ALP honestly.
Current license expires in 2010, but I now find that I could honestly "justify" the "need" for ALP (I now do volunteer work for a non profit and make deposits of thousands of dollars in cash, as main "justification").

Am I stuck, do I need to reapply for a brand new license, or can I have the chief write a letter "upgrading" me?

I figure I'd get a good answer here to start me off, instead of irritating the license guy and getting him PO'd before he even sees me.

The permit is at the discretion of your local police department's licensing officer. That cuts both ways. I have lived in two towns in Massachusetts, the permit process was easy, no hassle, no delay, no problem.

However, this varies from town to town. Some towns are impossible.

Fall River is listed as one of the towns where it is very difficult to get an unrestricted Class A license. :mad:

You prolly will end up with either a Class B or a restricted Calss A.

Chipperman is right. But go for the Full Class A. Make the Licensing Officer knock it down to a Restricted A or a B. Be polite about it, join GOAL, after a year, go back and ask to upgrade. You have to remember that in many urban Socialist cities the public pressure against gun licenses is very strong.

Sadly, the licensing officer doesn't have anything to gain by following the Constitution of The United States of America.

Well thats ok as long as they dont tell me to go pound sand. I just want some kind of permit to shoot even If I cant carry
 
It also can't hurt is you attend handgun training at S&W or Sigarms. I lived in a town where the chief was a Liberal and I had to bend over backwards to get my unrestricted class A while my buddy, who never had any training other than the hunter safety class in the next town over, had a pro-gun chief who gave issued his w/o a problem.
 
"All Lawful Purposes" is the reason you want your LTC. they will moan and tell you you cant put that down. but insist on a Class A, no restrictions

Agreed. If you live in a town where the chief is reluctant to issue ALP LTCs, the more ammunition you add to your application, the better. Take at least a full day handgun course, one that is recognized by the Mass. State Police as valid for LTCs. You should receive a certificate with a State Police masthead on it.
This will demonstrate how serious you are about training and safety.
