CLEVELAND -- Mayor Frank Jackson has called for the Ohio General Assembly to pass a law banning anyone under the age of 21 from possessing a firearm.
The mayor's plea comes during a rash of violence which has left more than 50 young people dead from gunfire in Cleveland and Cuyahoga County this year.

The Mayor says the state's recently passed conceal carry law leaves local police powerless to go after some of those young adults toting guns.

"Right now, if a young person was walking down any Ohio street brandishing an assault weapon, the police could not arrest him for that," said Mayor Jackson. "This legislation will give the police another tool to do their job and give our citizens a stronger sense of security."

This is the second time the City of Cleveland has taken issue with the state over gun control issues. Passed in March, House Bill 347, which allows for concealed carry of weapons with proper permitting, stripped municipalities of their right to create and enforce gun control laws within their communities, according to Mayor Jackson.

The city has challenged that law, saying H.B. 347 violates Cleveland's rights as a home rule municipality. Mayor Jackson says the city can't wait for that lawsuit to make its way through the court system.

"To deny us the opportunity to fulfill our duty and right to protect our citizens is unconscionable," the mayor said.

Jackson said in Cleveland from 2004-2006, more than 70 percent of those arrested for crimes involving firearms were under the age of 28.

Some people in Slavic Village, where a 12-year-old was recently killed in the crossfire of a gun battle, agree with the mayor's plan to make it illegal for those 21 and under to possess a firearm.

"It's a great idea,", said Virgil Woloszyn, who lives with his 89-year-old mother near the spot where the recent murder occurred. "No kid should be able to have any kind of gun at any time."

"There's a whole lot of things that need to be changed," said another resident, Dave Thompson. "I agree with Frank Jackson."

Mayor Jackson acknowledged that the new law will be a tough sell in the state legislature.

"We have a saying on the street," Jackson said, "A scared man will get you killed, which means I can't be afraid of these challenges. We have to move ahead. We have no choice in this matter."

I live about an hour from there and there have been 3 shootings in the last two weekends that I know of I am sure more. I feel bad for the 12 year old girl that got caught in the middle of two jerks fighting it out and never saw day light again. It's the same as always. You can ban them and put whatever restrictions you want but the "bad guy" will always get his hands on them.
 
What a moron. "Can't wait for the lawsuit to proceed." C'mon, does this mean a DC citizen should just go get a pistol for thier house, despite the case not having gone through the Supreme Court, because they "can't wait for the lawsuit to proceed"? Wake up, Mayor Moron, and grab a clue - you, too, are NOT above the law!
 
I'm so sick of this "sense of security" and "feeling safe" crap.

The way I see it, at age 18, you're an adult. Period.

Here in VA we can OWN handguns and evil assault weapons at age 18. I did...at age 18 I owned 7 handguns...all from face-to-face sales from relatives and friends :) this wasn't all that long ago either :D

Okay so most criminals are under the age of 28 so we ban them for people under the age of 21...

A person can walk down the street brandishing a weapon and not be arrested... Guess it depends on what your definition of brandishing is....

I have not read Ohio's constitution. What does it say about home rule?

Huh, what's he talking about? If you walk around town with an AR, you'll at least be detained, and probably charged with disturbing the peace or something along those lines. And how does the liberalized CCW law affect gang members, who usually have criminal records, and juveniles, who cannot get a CCW until they turn 21 anyway?

No one under 21 has or can get a Ohio CHL. Read the law before you open your mouth, Mr. Mayor.

While open carry is indeed legal in Ohio, "brandishing" or inciting panic" is certainly chargeable if warranted. I really doubt that the Cleveland PD doesn't know this and already act accordingly.

Why can't we get a mayor in this town who has a lick of common sense?

I don't live Ohio but I am in a tricky position when it comes to things like this. I am 19 years old and thus am allowed to posses both long arms and pistols. I can open carry my handgun all day long but cannot apply for a concealed permit until I am 21 next November. I can buy ammo by the case for my long arms, and yet have to let an "adult" buy my pistol ammo. No offense to my elders, but the second amendment is so we could fight an unjust government that infringed upon our civil rights. Almost every war has been fought by mostly 18-25 year old men. If the government decides that my rights do not matter as they already have in terms of handguns, automatic weapons, and even alcohol, I see no reason to support that government with either my money nor my life.

And I do. While I support the overall goal of MADD, I cannot condone their actions. It's the constant battle of Paramedic vs. Libertarian.

I do see it as a circumvention of the Constitution that the federal government can coerce the states into bending to their will by withholding funds that should have been raised and distributed in the state to begin with.

But that's a wholly different discussion. I digress.

The vast majority of gun crimes are committed by those who did not or could not qualify for a CCW as they usually have long criminal rap sheets. These crimes are in most cases committed with stolen weapons to boot.

Every new mayor of Cleveland seems to be more of an absolute blathering idiot than his (her) predecessor. (Anyone remember heronor Mayor Jane Campbell?? The one that laid off all the Police/Fire/EMS folks??)

Mayor Frankie has tied up a bunch of Cleveland City money in (at best) a frivilous lawsuit challenging the pre-emption clause of the recently amended Ohio CCW law.

Why is it that those "In Charge" ALWAYS want to disarm those that have obsolutely NOTHING to do with crime?
 
I would bet a years salary, that every one of the shooters in those incidents had a prior criminal record which would have made them illegal to possess firearms already.

Any takers?

Maybe the thugs give him a cut of their action for creating a slew of fresh victims.
