It seems this might be old news, but its new news to me. I am hoping and praying this bill gets passed into law.

Synopsis As Introduced
Creates the Family and Personal Protection Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Vests in the county sheriff the authority to issue concealed firearms permits to qualified applicants. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Also requires instruction in the law relating to firearm use. Requires an applicant to be at least 21 years of age. Prohibits an applicant who has been convicted of a felony or has a history of mental illness, addiction, or habitual alcohol use from obtaining a permit. Creates the Citizen Safety and Self-Defense Trust Fund in each county, to be administered by the sheriff. Provides that the moneys in the Fund shall be used to administer the Act. Establishes restrictions on carrying concealed firearms. Establishes standards for the training course and for certifying instructors. Amends the Firearm Owners Identification Card Act. Provides that the Family and Personal Protection Act supersedes an ordinance of a unit of local government inconsistent with that Act. Prohibits a home rule unit from regulating the issuance of permits to carry concealed firearms. Amends the Criminal Code of 1961. Exempts from an unlawful use of weapons and aggravated unlawful use of weapons violation persons who carry or possess firearms in accordance with the Family and Personal Protection Act. Effective immediately.
 
Wouldn't it just be amazing if they pass the assault weapons ban AND the concealed carry law in the same year? I can only hope this will go through. I'm not overly thrilled about the sheriff part, though -- doesn't sound like it's a "shall-issue", does it?

Something like that's been put forward every session for the last few years. The usual suspects (none of which were there to speak with the IGOLD swarm, imagine that) make it not happen, and I suspect that's what's going to happen this year.

It's an ongoing struggle.

as a former resident of Indiana (now living in Washington). I am rooting for you guys too, make some phone calls! Maybe you should make a post in activism and really get the pot stirred.
 
This bill will have an extremely difficult time getting out of committee. Let alone being passed. I am making calls, and writing letters, but I also am being realistic that this bill will not get passed. And even if it did, Blagoyajoke won't sign it because it will not line his pockets with any money.
 
Just because legislation has been introduced doesn't mean it has a chance. There is a lot of legislation introduced from both sides on every issue that the sponsor knows will not pass. I wouldn't get your hopes up. I would use as an oppotunity to write your legislators and demand their support as well as write some letters to the local newspapers. Use it as a talking point. 48 other states have concealed carry, look at all the shootings in gun free zones, even police being on the scene haven't been able to stop them. Why won't our legislators allow us to protect our lives? Don't your legislators care about you and your family? Use it as a means to light a fire and maybe in a couple years we'll have a real chance.

It seems that many there, in Cook County and the surrounding areas, have bought the emotional repsonses against guns hook, line, and sinker.

There needs to be a thorough deprogramming carried out.

I think the rest of the state is good to go with CC.
 
Good luck. Especially if there's a possibility of reciprocity of permits; I'd love to be able to carry when I visit the in-laws across the river.

However, it took a long time to get CCW over here in MO, and we don't have the mess that is Cook County. Sure, we have STL and KC to overcome, but that's nothing compared to Chicago. It's a long road, so you may as well settle in for a long fight.
 
Nothing in there reads like a "shall issue" system. Maryland has similar legislation and good luck getting a permit.
