Question for the people of New York and California

I have a couple of questions for the people of New York and California. It seems that in both these states that the ability to get a permit depends in large part on the county in which you live. If you get a permit because you reside in one county can you carry in the whole state? Can people who get their permit outside of New Your city still carry in the city or people who get their permits in “free” counties of California is it good only in that county or the whole state?

In California, that's normally the case. However, the issuing department can limit where the permit is valid.
 
In New York State a license to carry a concealed weapon issued by a county outside of New York City is not valid within New York City. There are only two exceptions to this: number one is if your permit is issued to you as a retired law enforcement officer and number two is if New York City specifically validates your permit. A license to carry a concealed weapon issued by New York City, however, is valid throughout New York State.
 
CA has had CCW for a select few longer than most of the rest of the nation. Part of that is because CA has had restrictions on carrying longer than many places as well.
CA has a very large population. So the state realized the need for the elite few to defend themselves early on, and realized such laws could interfere with that and created CCW.
Occasionaly and in some areas that privelidge was extended to mere commoners that knew it existed, what it was and to ask for it.

As other states slowly became more restrictive on carry, and then later created a license to still allow some to carry with requirements, restrictions, and fees, more people became aware of CCW (or as others would see it "gained" freedom :scrutiny: ) in the nation. More CA gun owners also became aware such a thing existed.
Most citizens were unaware of CCW in CA for most of the time it has been available. With other states practicing it wholesale many became aware who never had before. The internet also makes it hard to put the genie back in the bottle.
The result is some restrictions not seen before in most CCW licenses of the past.
Generaly speaking someone in CA recieved a CCW with no requirements other than a clean record and the favor of the local Sheriff or PD. They could then use that CCW anywhere in the state, and very few restrictions applied to it or where it was valid.

That however has changed in some places as the demand by mere commoners has gone up. Some places are now requiring fees, higher fees, training, and putting restrictions on where and when the CCW is valid.
Of course most of the population lives in regions of the state that grant very few CCW licenses, so of course the rest are still very greatful to "kind of" be allowed the right to bear thier arms.

So the limited restrictions are mainly a thing carried over from the past, because the history of special people and CCW is longer in CA than a even a license to CCW most other places. Many states have just joined the CCW scene, and did so with the expectation of issuing to commoners. So the restrictions and fees and various requirements in them were there from the start or early on.

New York may in fact share a similar history, though I do not know. A lot of very rich and wealthy people have lived in that state for a long time, and firearm restrictions have existed for a long time (just look at the Sullivan Law). It would make sense that CCW could have developed very similar into a barely restricted thing when predominantly out of the reach of the commoners. I guess the way they keep it that way there is by making NYC permits AKA those obtainable by special people special granting freedom everywhere.

The permit is a CA - permit so it is good throughout the entire state
Issued by some counties or some Sheriffs. That varies throughout the state by those areas that issue them.
Some actualy put restrictions on where or when it is valid. Some Sheriffs have made thier permit only valid in thier county. Some are even issued only valid while at work or during certain hours.

All restrictions or lack of are at the discretion of the issuing authority.
 
And according to CA state law, a CCW issued in one county is valid statewide. No matter what the sheriff tells you, you look at state law and see if it says he can make restrictions like that. CA has a preemption statute for gun laws.

in nys, each county issues a "license to carry" usually referred here to
as an "ltc" which allows you to possess hand guns....no ability to
even touch them otherwise (if you go to a store, you have to show
your permit to even touch one)

each county has their own process...usually very similar...usually
very slow moving....and each county can place restrictions on your
permit.....hunting, target etc (in these cases, you can transport your
handgun in a car to your destination, although there is varying
levels of "interpretation" on whether or not you can have it on
your person)

to be able to carry concealed, counties can issue an "unrestricted"
permit, which in some counties, are almost impossible to get...just depends
on where you live and the judge who signs off on the permit after
all the checking up is finished (criminal background check, mental health
check, FBI, etc)....this unrestricted permit is the "full carry" permit
that we all hope that we can get

you can petition during the intial application for full carry and hope for
the best....if you dont get full carry, you can get a license with restrictions
and after a certain period of time you can apply for the license to be
upgraded to full carry, but it would have to be approved by a judge

also, each hand gun is listed on your permit....so when you buy a new
one you have to get your license ammended before you can take your
new piece home...in some counties, judges have been slow moving
just to frustrate ....which is why when you vote for your local judges,
you should try to know where they stand on the 2A

very complicated

and...you have to report when you move within the state and depending
on how strict things are in your new county of residence, they could
put restrictions on it, but i havent heard of that happening often, but i
guess it could and does, sometimes

if anyone in L.A knows how to get a CCW here, please let me know..I believe it to be impossible, though.

I live in Santa Monica..a city unto itself..in a land far far away...they are trying to ban cars..(yeah..really!!)..and they have a good start ..

Several years ago i called the PD and asked about getting a CC permit...they laughed...actually did ... "we haven't given any out in over ten years.." was the reply...(silly citizen me..for asking)

In Los Angeles City proper they say the same thing...only they don't laugh.
