To my understanding for one to buy a handgun from an FFL in state, it is required to have a handgun permit in addition to your FID. The handgun permit is granted from local PD and you have a limit on how long it lasts (somwhere in the range of 90 days? is this a departmental thing?). Now I know you can legally purchase long guns out of state , such as PA gun shows, and transport them back to NJ without an issue. Finally my question, is it legal to buy a pistol out of state and transport it back to NJ? This would mainly be to avoid the hassle involving getting the pistol permit (could take a while to get depending on PD) and having to be limited by a timeframe for purchase.

All pistols bought from a dealer out of state must be shipped to an FFL in NJ and transferred to you in the State of NJ.

It's good for 90 days and you can get a 90 day extension on it if you haven't used it in the first 90 days. You need a new one for every purchase.
 
You legally can't buy and take possession of a pistol outside of your home state so the points a bit moot anyway.

Only possible variance is that if you are a legal resident in 2 states, say NJ and FL as a snowbird with a permanent residence in both states and you purchase in FL.

The law in NJ does not specifically exclude you bringing in the pistol to your permanent abode in NJ so long as you have an FID although the statutes are written as "all ownership is illegal unless permitted" so it is a nasty gray area. In reality the safest option would be to get the relevant number of Permits to Purchase, and transfer through an NJ FFL.

The permits will only be issued to a holder of an FID and the letter of the law says you should get them in 30 days or less. There are documented cases of delay so you could expect to wait up to 6 months......

The permits are valid for 90 days and CAN be extended for a further 90 at the discretion of the issuing authority and this extension has been under pressure in recent years to not be granted.

Each permit is good for only one pistol

Purchase and the taking of possession of a long arm out of NJ and bringing it into NJ is legal so long as

The purchase is undertaken at an FFL at the originating end (no FTF's)
The weapon is legal to purchase in both states (muzzle brake, fixed stock etc etc)
You have an FID

Nappen has an example of this in his book - he references a Federal Law that calls out what means "Dual Residency" Title 27, Code of Federal Regulations, Part 178.11.

Basically if you qualify under the federal requirements for dual residency and buy in the other state, you do not need a pistol permit to purchase. And you can bring back to NJ without reporting.

(Makes me want to buy some land in the Poconos!)

To buy a shotgun or rifle out of state, you need your NJFID and a completed "certificate of eligibility" You basically need to comply with the law in both states.
