Looks like AB 962 passed the Assembly Public Safety Committee today:

Issue: AMMO RESTRICTIONS (DeLeon)

Description: This bill would establish a program administered by the Department of Justice for licensing handgun ammunition vendors, as specified.

The bill would establish a database maintained by the department to serve as a registry of handgun ammunition vendors.

This bill would require that commencing July 1, 2010, unless specifically excluded, no person shall sell or transfer more than 50 rounds of handgun ammunition in any month unless he or she is registered as a handgun ammunition vendor, as defined. The bill would also provide that no retail seller of ammunition shall sell, offer for sale, or display for sale, any handgun ammunition in a manner that allows that ammunition to be accessible to a purchaser without the assistance of the retailer or employee thereof.

The bill would further provide that handgun ammunition may only be purchased in a face-to-face transaction and only if certain conditions exist.

This bill would, subject to exceptions, commencing July 1, 2010, require certain ammunition vendors to obtain a thumbprint and other information from ammunition purchasers, and would require submission of that information to the Department of Justice, as specified.

This bill would provide that a person enjoined from engaging in activity associated with a criminal street gang, as specified, would be prohibited from having under his or her possession, custody, or control, any ammunition.

The bill would prohibit supplying or delivering, as specified, handgun ammunition to prohibited persons, as described, by persons or others who know or by using reasonable care should know that the recipient is a person prohibited from possessing ammunition.

How in gods name do they intend to enforce this law? Is this another one of those "we're passing more laws because we are bored"... or maybe "the criminals don't respect all of the other laws on the books, so lets make another one so they know we mean it"...

There is no foreseeable way for them to enforce this law. The purpose of it is truly a mystery. I guess they just get a warm little fuzzy false sense of security by having all of these ridiculous laws on the books.

The brainlessness of CA liberals just never ceases to amaze me.
 
It's pretty obvious that the majority of the people in California are not "Pro-gun",as they keep electing the same type of "anti" personalities to their government.I do wonder,though,how many that complain about their rights being taken away,actually voted for the very people that are taking them...I also wonder how many take the time to check and see what the people they voted for are doing to properly "represent" their vote...

MovedWest,that was not directed at you,I just see a lot of people from Cal. whining about the state of their state,but they stay,and they vote,so why isn't it changing?If they're that much in the minority maybe it's time to go,let the others have the mess they've created. I left the LA area in 1986 and I haven't looked back.I sure do miss the variety of food in SoCal,though...

I see a lot of gray area there.

So if I give my daughter 51 rounds of 22lr (is considered handgun ammo by many) or whatever to shoot I would be breaking the law in CA? More gray area.

How many rounds are used in the avg gun crime? I bet its less than 50, a lot less. So this impacts crime in no way what so ever.
 
I did my best to show my kids that there was a certain portion of what passed for teaching to be complete crap. I explained that they should learn enough to see the difference between true and brainwash. Pass their tests...get the grade...laugh at them when it was needed. They are shooters. Real marksmen, sportsmen, hunters and supporters of RKBA.

Now we're working on the grandkids! :D

A law like that just proves that we have a long road ahead. The anti/libs have had control of education almost long enough to ruin this country. Time to burn 'em out...or tar and feather 'em then run 'em out of town on a rail!
