I've seen quite a few used J-frames floating around, at least here in Virginia. I picked up a S&W 442 for $300 and it's now my daily carry. Check to see if your state has any internet gun forums (here I check VAGunTrader) plus Buds Guns has some good prices.
 
A dealer friend of mine has NIB S&W 642s for $389. He has a LIKE NEW SS SIG P230 for around the same $$. FWIW, I've carried both a 442 and P230 (blued, ltwt version) as a BUG. The P230 is WAY more accurate, but the 442 is easier to conceal. Also: 442 = 5 shots. P230/232 = 8 shots.
 
j-frame better for pocket carry, fires a more potent round. 158gr +p FBI load will solve almost any SD problem.

P230/p232 can be pocket carried but shows more if you are wearing a suit. Still easy to conceal. More shots but less power than the 38. I'd carry the corbon 90gr load in it. I favor the SIG over small 9mm semi-autos because it is more reliable than the 9mm's that are the same size.

I carry both a S&W 649 & a Sig. 230 depending on where I am going & plan to do when I get here. Both work extremely well and I don't have second thoughts about either. There are times I do like the extra rounds in the Sig. and generally an extra clip is with me when it's in use.
