Scope mounting technical questions

My apologies if this has been answered 1000 times before. Maybe I was searching for the wrong terms but I wasn't getting much.

I've got a 1999 made Remington 700 BDL in .30-06. It has factory sights which I want to leave on the gun. It came with Leupold 2 piece bases, which after some research is what I would buy even if I didn't already have them. I removed them to fully clean the rifle after purchase, which is good because rust was beginning to show under one of them. I have no manual or papers with them because they came with the gun, so first question is: what torque is specified to remount them on the rifle?

This will be my first time installing a scope. I picked up a Leupold VX-3 3.5-10x40 (1" tube) on ebay a few days ago. I want to mount it, and have the factory sights not visible when looking thru the scope. Of course I want it low as possible but definitely don't want the bell of the scope touching the barrel. I am also pretty set on the Burris Signature Zee rings, again after doing lots of research. They sell them in "Medium" and "High"... so what height should I get? My guess is medium will work for a 40 mm objective but I wanted to check here because I hate returning things.
 
You want to use the medium rings. Torque them all down evenly at the last to the point where the driver begins to slip when held firmly between your thumb and the side of your pointer finger. Thats about 20 inch lbs. and as technical as I get. Works for me. I would look at a one piece base like the Warne tactical. It helps ensure your rings are aligned straight and gives you flexibility in ring placement. Your front sight won't be an issue with medium rings.
 
Invest in a bag of rosin (Midway USA) and dust the rings to prevent slippage.
I torque to 65 in lbs with a Weaver Gunsmithing Torque wrench. This may be a bit heavy for some rings but they should come with a torque spec. This is just part of my procedure as a suggestion.
 
If it makes a difference, ask Leupold for the torque specs on their bases. They should be able to provide that info. You can usually find a chart on the net that gives standard torque specs based on screw size. That too would get you pretty close if you don't want to just do it by feel.
 
Yeah, after I posted it occurred to me to just contact Leupold, which I have now done. I have a torque wrench so would rather just use it.
 
I use the Burris signature zee rings I like the set up, very easy to install and they hold well. One point, the Burris rings tend to be slightly lower then most rings I've installed, the medium may cause your scope bell to contact rear sight depending on length of scope. I always remove the sights as I never use them again so not a issue for me.
Unlike many I also set my scopes a little higher then normal seems to give me a better scope/cheek weld. I never worry about appearance only comfort and utility.
