RG model 23 22 LR

I have a rg 22 caliber pistol that locks up tight when I cock the hammer but I can roll the cylinder with a little pressure when it is uncocked.There seems to be grooves in the cylinder where it rest when uncocked.Is this normal?
 
I had one that did that as well. Shot fine but couldn't hit the broad side of a barn with it. The groups were, to put it mildy, terrible.

Not normal for any quality revolver.

Pretty normal for a RG revolver though.

Many of them didn't work right out of the box when new.

They were not noted for their quality.

Thanks guys.Mine shoots every shot with federal bulk ammo,about half the time with winchester bulk ammo.I can hit a coke can at 5 feet but it shoots 4 inches high and left at 10 feet.I just wanted to make sure the cylinder rotating while not cocked wasn't an issue as long as it locks when cocked.
 
I have one that my grandmother gave me in 1986 when my grandfather died. I'm still yet to fire it. I'm going to go ahead and say unless the end of the world comes I probably won't ever shoot it.

I'd have to get it out of the safe to test it and see. :)
