It looks too small to hold a ticket book; I think it is for a radio.
A while back there was a program about rescue personnel in the mountains. They were always driving snowmobiles around while wearing white spandex. The uniforms looked great on the girls, but had one of them fallen into a snow drift they would never have been found. But then the orange Carhartts we wore with all the gear hanging on them did nothing at all for our figures (not that anything would have made me look good).

I don't know about the underpants choices of the law enforcement professionals of the nation.
Next time you interact with one, ask him about his underpants preferences.
A radio from that era would be even bigger than the ones common now - which wouldn't fit the rectangular pouch behind that cop's roscoe.
I'm thinking notebook - one of those 3x5 deals that flips over the top.

I have to agree it's not for a radio.
A radio back then was the big 1 1/2' square box on the back of the Harley (or Kawasaki as was the case of the Chips bikes).
A cell phone that size hadn't been invented yet.
It has to be for a 3" x 5" notebook, or something like that.
Heck, maybe Ponch & Jon carried thier 3"x5" que cards in it and rehersed between takes?

Too small (short and narrow) for a citation book.
One thing good about SFPD was the narrower citations than that issued by other agencies. It fit into a custom citation book that was issued to every officer. You could slip it (along with a few blank police report forms) into your back pocket and not have a bulky man-purse type thing you had to carry by hand.

That is a 6"Colt Python in a Bianchi 27K breakfront holster much like this one. For those wondering, the CHP didn't issue the Python...They didn't issue a duty weapon until the S&W M-68 in the early 80s...all duty revolvers were personally purchased
That is a citation book holder behind the holster. Other agencies usually kept citation books in a folding leather book cover type holder or a aluminum miniature posse box, but the plain paper citation book will fit in that holder
Underwear - That is undoubtedly a picture of Erik Estrada, who's vanity, at that time, was right up there with Bill Shatners'.

I thought for sure that was a dope bag containing a pocket mirror and correct windage and elevation records for Eric's hair. That or an address book to collect digits from all those lovely ladies he served and protected over the years. Learn something every day.

Plain paper citations fit into that holder? It's rather small in my opinion and San Francisco had the narrowest citations. Even if the citation was the same width as San Francisco's, folded it wouldn't fit unless it was a pack of ten or fifteen max.
