Rifle is a boat anchor Savage 12 in .308 treated very nicely and wasn't even in the rain since last time out.
Scope is a 12 year old Burris signature 8-32x 44mm matte ballistic mil-dot. Burris product #200861.
I own 3 Burris higher end scopes and this is the first issue I have had.

It looks like the scope leaked and water vapor (condensate) has formed. Generally at manufacture on a quality scope the scope tube is sealed and an inert gas such as dry pumped nitrogen is in the tube. The seal(s) apparently have failed allowing moisture laden air to replace the inert gas.

You can try sending the scope back to Burris even though it is 12 years old or start taking it apart yourself and drying it out. Not to say you will be able to refill it with inert gas.
