FYI – PA no Longer Honors AZ and VA Non Resident Permit/Licenses

PA is amending all their agreements and it will shortly not honor any states Non Resident Permit. They posted on their site today agreements amended with Virginia and Arizona stating such. They now have agreements wit Maine, Florida, Arizona and Virginia stating they will only honor Permit/Licenses issued to Legal Residents of the State. www.handgunlaw.us will be updated late this evening showing this change in how PA honors AZ and VA permit/licenses. I don't see a big problem. If you are a PA resident then you need a PA permit. If an Arizona resident visiting PA then they still will recognize the AZ permit. And if dual resident then they will still recognize AZ permit as long as you have AZ id. They aren't cancelling reciprocity. Just no longer allow PA residents to have out of state permits. Seems like the same thing states do with out of state driver licenses.
 
woodb, The problem is PA's Location. Right next to NY, NJ and MD. Those living close to PA visit there and they would get a FL or VA etc so they could carry in PA with it. Now they won't be able to. Many can't get a PA non resident as PA law states they will not issue you a PA non resident unless you have a permit from your state of residence. Many of those in NJ, NY and MD can't get one as their state issues but won't issue to the average guy only those with connections. Those are the ones who are going to suffer from this change.

Of course you don't see a problem with it because it doesn't affect you.

What the PA Attorney General should have done is petition the PA Legislature to change the wording of the carry law to say that PA residents should have a PA permit.

Any time an AG unilaterally decides to restrict CCW rights, it's an issue.

I have a nonresident FL permit, which would now not be recognized by PA based on adjustments to the reciprocity agreements she made. I opted for the FL instead of the TX permit because it's cheaper, easier to apply for it, and veterans get credit for their firearms experience.
 
I believe FL non-resident permits have been a no-no in PA since Feb 1. That's why everyone in NJ scrambled to get a Utah non-resident permit. Looks like that was a waste of money.

Yes, it went affect February. The real stink is that as a Pa resident you could get a Florida visitor permit that would cover you in Pa and more states than recongize the Pa permit.

Philadelphia is unique in the state. It routinely abuses its residents concerning the issuance of LTCF, and consequently, many knowledgeable residents did an end run around city hall by obtaining non resident permits from other states. They *hated* that they could do nothing about this.

This is purely a reaction to people rejecting PHL's abuse, and has little or nothing to do with surrounding states.

Exactly.

The PA AG is affiliated with the anti-gun Philadelphia mayor and police commissioner. I remember when Charles Ramsey was the Washington DC police chief. He was just as anti-2A then as he is now. Commissioner Ramsey could easily straighten out the problem with his officers not recognizing valid non-resident permits but he refuses to do so.
 
Here in PA, we just want to look out for ourselves. No outsiders welcome. To many non-PA'ers and non-USA'ers in Pitt and Philly(im right in the the middle of both those places, here we are 911(fire, EMS, police, and excavator)hahahaha. Dont need more that have permits inflitrateing our perimator. HAHA.

It is indeed a complete PITA to get a CCW in Philadelphia. They make the process way more complicated than the rest of the state.

Must fill out extra forms than any other county in PA.
Must go in person to hand in documents.
Must be interviewed.
Philadelphia has its own section of LEO that deal with Firearm permits and does not utilize the Sheriff to perform this function, like the rest of the state.
The hours of operation to accomplish the above are very inconvenient to those of us that work full-time.



I cant wait to move out of Philadelphia. I was in the process of getting my VA non-res CCW because it was easier than dealing with Philadelphia BS and its recognized by more states due to the requirements. The requirements to obtain a CCW for VA are more strict than PA. Only in Philadelphia is it more of a PITA to apply though.
