What state has the highest percentage of adults with carry permits?

The math is wrong for GA in the GAO report.

It should be: 600,000 / 6,906,000 = 8.7%

It looks like somebody did: 6,906,000 / 600,000 = 11.5x
 
Kentucky has a population of 4.4 million and 245,000 or so permits. That's roughly 1 in 18 citizens that have permits. Florida has been mentioned here. They have 19.3 million with just over a million permits. So that's about 1 out of 19 that have permits. Indiana no doubt has a higher percentage but they have no requirements to get one except restrictions of course. Kentucky requires a class. I'd rate KY as one of the most gun friendly states in the country. Georgia has no class requirement either.

Yeah, FL is high but look at Pennsylvania. I didn't expect that many there.
I think the percentage for Pa is about 8 percent, but if they count non-resident LTC that could be off. The Pa LTC is only $25 and until the spring of 2011 was available by mail to non-residents. I think quite a few folks from Illinois have gotten one and probably other states that are restrictive may issue. Illinois is now shall issue BTW, the first LTC should be issued in spring of 2014.

I know Indiana has a high percentage of folks with LTC.

There are estimates that Illinois will issue 300,000 LTC the first year. If that happens next year, it would give us a percentage of 2.3 percent. That may be an optimistic figure for the first year for ordinary citizens being able to carry but it is way up from 0% this year.

In my well informed opinion, The GAO report's 32K number MASSIVELY OVERSTATES the number of carry permits in NJ.

NJ has different categories of carry permits: Heavily restricted/work related for armed guards and the like, LEO permits for off duty and retired cops, and what the rest of the country understands as an unrestricted carry permit for normal people, which remains practically impossible to obtain and keep. The figures I had for the year 2000 was a mere 600.

Someone's monkeying the numbers there.
 
Wisconsin just went over 200000 permits. That means one permit for every 28.5
people.

I thought Vermont didn't actually have a permit, that you had to get an out-of-state permit if you wanted to carry elsewhere? In that case, in response to the question as stated, Vermont gets to share last place with Hawaii, who, unless it has changed recently, has never issued one.

It's funny how such a pro-gun state and such an anti-gun state can look so similar if you phrase the question right. Kinda like the media does...
 
Don't know about the state as a whole, but Jefferson County, AL (Birmingham) runs about 12-13% according to a newspaper article a couple of years back. Likely a bigger number today. The percentage of people actually carrying guns is much higher. One LEO of my acquaintance guesstimated 75%.

Well we'll see what the ratio for Illinois is the end of 2014. Illinois shall issue CCW licenses should start being issued in the spring of 2014. I'm sure we won't be any where near as high as Indiana, Kentucky or most other states. I'm sure it is going to be way better than Hawaii. There is 16 hours of instruction required so that alone is going to make for fewer issued licenses. The license will be good everywhere in Illinois even Chicago. Sorry out of staters no recognition of other CCW's, but if you want to shell out $300 they will issue non-resident CCWs.

I believe the news media helped to convince those in the capitol that it would be a wild west movie if they allowed it. Of course the anti's were concerned about that anyway with CCW's, and of course were proved wrong.

At least some of them came out and admitted it once their dire predictions did not come true.
