I have never seen a suppressor that is anything but perfectly centered but I would think that a suppressor that has most of the baffles down with the barrel shooting through the top of the circle would be easier to use the sights.
Look at the Osprey. I believe that Maxim also had a few suppressors along the same parameters (bore not centered in the middle of the tube) when he first started making cans in the early part of the 20th century.
FWIW the Osprey is a good design, but I've never had any issues using regular sights with traditional suppressors. You just prentnd the can is not there and line up the dots on the sights as usual.
What you describe is an eccentric suppressor. Maxim invented the first and just recently a couple of years ago Silencerco came out with the Osprey line. I own them all. Great cans.
