Minnesota Bill to allow Suppressors/Silencers on Gov. Dayton's desk

Minnesota Omnibus Public Safety Bill SF878. Governor Dayton has until Friday night to either sign, veto, or let the bill become law without his signature. He has stated that he'll veto the bill if it has the suppressor/silencer language in it.

He said that awhile ago. Not sure what he'll do now. If this becomes law it would be great. I would definitely be on the lookout for a suppressor or two.

The supporting arguments I've heard are that it isn't a silencer it's a suppressor, it only lowers the decibel rating, not make it completely silent and that it will help people who have hearing loss retain what hearing they have left.

The arguments against it are that more criminals will use them and that they will get impede law enforcement from solving cases as the 'Shot Spotter' system won't hear the gun shots.


I think pro-suppressor folks are missing a few points in their arguments:


1.) Not used in current crimes:

Suppressors are legal now in 39 states, so they are available. We have not seen any (that I know of) recorded murders involving a gun with a suppressor in Minnesota or really any other state. We have plenty of 'illegal guns' guns that are stolen or in the hands of criminals and if suppressors were commonly used in crimes we'd see plenty of 'illegal suppressors' also and we aren't.

Using a suppressor to assassinate someone is Hollywood movie crap.



2.) Suppressors aren't universal and can't just be put on any gun they need to have the proper threaded barrel:

A gun barrel has to have correct threaded barrel that matches the threading in the suppressor. The number of guns out there with threaded barrels is minute.

Most guns used in crimes are cheap guns, the Hi-Point being one of the most common. These guns aren't even manufactured with threaded barrels.



3.) It's nearly impossible to conceal a gun with a suppressor on it:

Despite James Bond having a 5 inch suppressor on his gun that's unrealistic. Suppressors are fairly long and large. It would make concealing a pistol with a suppressor far harder and that is the exact opposite of what most criminals want.

The majority of criminals want pistols that they can keep in their pants, pants pockets, jacket pockets, or hoodie main pockets and a pistol with with a suppressor would be nearly impossible to conceal.



4.) Suppressors are very common in other countries:

Suppressors lower sound and are common in many other civilized countries. It's considered rude to not have a suppressor on your gun as it's loud and effects the people shooting next to you and your neighbors.


Pro-suppressor folks should let these points be known in their debate on allowing suppressors in Minnesota.



I wrote Gov. Dayton today. We'll see what happens this Friday. I hope he signs the bill.



Anyone know what Gov. Dayton has said about signing the amended bill?
 
He usually does what the Law Enforcement Community recommends. This and other Gun Bill are opposed by LE. Odds are very high that he will follow their recommendation and Veto.

Oh, the horror! Blood will run (albeit quietly) in the streets! Hundreds of unsuspecting citizens will be assassinated in the middle of the night, with nary a "pah-chOOO!" to mark their passing... once all the gang bangers and drug lords send in their form 4's, and buy their $200 tax stamps, of course.

Not to mention the absolute tanking of all stocks in companies that manufacture ear plugs and muffs. The local economy will go into a death spiral.

My GOD, man... what in the world was your governor THINKING?! Jesse 'The Body' would never have let this atrocity come to fruition... :D

All the hyperbole and hoplophobia aside... congratulations. Nice to see one more state enact REAL "common sense" gun laws for a change.

I will be at the Northwoods Sportsman range near Barnum the first week of July for anyone who wants to try out some suppressed firearms. I should have 22lr, 223 and 308 caliber cans with me. Bring a suitable host and some ammo to enjoy the fun.

all forms of gun control are the same. if he vetos it, anyone who supports the RKBA should never consider voting for him again.
 
Okay, don't live in Minnesota, but was curious if your Gov signed this measure into law?

Reason I ask is, as of June 2015, I was trying to get a "cumulative" head-count of:

(1) how many states allow the ownership/possession of suppressors?

(2) how many of those states allow hunting with suppressors (either completely or with restrictions)?

I believe MN makes the total 40 states with suppressors.

as to hunting, I also believe they also have similar rulings on use. any legal activity - so hunting within season would also be legal. But that part I'm not 100% on.

I have found it safer to provide gun, ammo (so you know what it is, not reloaded 200% over spec. Suggest reasonable cost for half dozen rounds.

Thanks for the link. Ive seen that site before, but it doesn't seem the head-count they give of suppressor friendly/hunting-permissive states is current of May/June 2015.

A suitable host would be any 22lr with 1/2-28 threads, any 223 caliber rifle with 1/2-28 threads, any 30 caliber rifle with 5/8-24 threads. I'll have a limited amount of ammo for anyone who shows up empty handed. I've been running silencer shoots in WA since 2011. I'm happy to do the same in MN, but so far I've not been able to find more than a few people who are interested. I'd say that MN is like the rest of the USA, the number of gun owners who are interested in silencers is probably less than 1%.

Probably right. 2 reasons.

1. Application. I can buy one and go to the range for what? Ranges are loud regardless. I cant hunt with one so it.
2. Cost. 600-700 for a can? 400 to get the barrel threaded...200 to uncle Sam.
$1300 to eliminate the boom but not the crack?
 
Some ranges are not crowded or noisy.
Why can't you hunt suppressed? I thought VA allowed game animals to be hunted with suppressed firearms.
Who is paying $400 to get a barrel threaded? I've yet to pay more than $200 + tax for any of my cans; 22lr to 50 BMG.
Why do you need to eliminate the crack? If you need to, you can use subsonic ammo. A 300 BLK subsonic will take deer with proper shot placement. I can get up to 2300 ft-lbs in one of my subsonic suppressed rifles.
