I can recommend the Klarus XT11 as a relatively (compared to surefire) inexpensive tactical flashlight. It's around $100, made of aluminum. Puts out 600 lumen. I and a bunch of co-workers have used them on duty for a bit over a year now. If anyone can break stuff it's cops. ;)
I've always used bases. One advantage to the bases are if you need a compensated base such as for long distance shooting one can buy a 20moa base. I prefer two piece bases for ease of loading/unloading.
I have a 4-16x40AO on a 223. It works but is not good by any means, though I have been accused of being a glass snob. If I had to do it over again I'd have bought better. As always YMMV, and my sample size is 1.
That Winchester is not a bad safe. My cousin bought same one from Tractor Supply about a year ago. I like the door panel and external hinges. I don't know about yours but the door to frame fit on my cousin's wasn't that tight and there are no door adjusters on his.

I'd get the biggest and best you can afford. You'll be surprised how quick they fill and it's not an item that usually wears out so you'll most likely have it a while.
At one time I was skeptical but now after owning one and shooting it I wouldn't. It's my ATV gun, just throw it in the ATV and not worry about it when riding.
