Somebody tell me if I'm wrong, but as I'm reading this new plan, it seems like blowback pistol caliber AR's like 9mm's would be exempt. Can any rifle calibers be made/redesigned into safe and comfortable-to-shoot (recoil-wise) rifles? 300BO for instance?

The Grendel will be lighter and more mobile. And if you reload, what do you care if it's popular in 10 years. The 6.5 Grendel may not be popular then, but 123 grain bullets will still be available. As will 7.62X39 brass to convert!
You can get over $300 for that Bobcat online in almost any condition. I have several and have been offered over $400 to part with one. And exactly how does one "wear out" a Bobcat, anyway? They're pretty durable little 22lr's.
Warne QD are good rings. I have them on several rifles and they hold zero....but I mark which rail slots they fit into so I can return them to the same position and then I tighten them down with rear pressure in those slots so their placement is as consistent as possible
I'm a lefty...and own a whole bunch of ambidextrous charging handles of various types. I know many swear by the Raptor brand but at $80-$100, but I can't justify them. Most recently I've bought these and yeah, they're probably inferior but I still haven't broken one, so I can't tell that...
Well, today I tried B/W paper targets, a penny taped to one, X's with electrical tape and with aluminum duct tape. All pretty underwhelming for visibility. I'll try a pocket warmer next.
Not much help here, but if you're switching powders and looking for a light load, I've loaded 32S&W long with 2.5 grains of Trailboss at an OAL of 1.175. 617 fps average. Like throwing BB's at a target!
