Can I detour this slightly? If certain states are taxed more than they spend (i.e. New Jersey), how do the Feds decide how the surplus is allocated? In other words, how do they decide how much WV gets, or Alabama, etc.?

Some of those "Sovereign citizen" nutjobs can be dangerous, but most of them are harmless. Idiots, but harmless. To hear the media tell it, the homegrown types are all around us just waiting for the right opportunity. I don't think they are as prevalent as the newspaper would lead us to believe.

Just got back. Pretty good time as usual. Didn't notice till just now some of the hyper reaction (ahem Bogie ) to me suggesting you don't bring loaded guns in. Was just trying to let some of you know who hadn't been before, knowing how some people are about carrying their weapons everywhere.

There are times in weapon retention techniques where you strike the subject in the head/face area with the weapon.

Just a note about the pepper foam someone mentioned earlier. There is a possibility that the suspect can wipe the foam off and sling it back at you before it starts to take effect on him. Not likely, but something to consider. I prefer the regular spray for this reason.
