Yes - A rifle with a barrel shorter than 16" is considered a SBR and needs to submit paperwork to the ATF along with $200 for the tax stamp.
Your looking at a 14.5" barrel, if you use the correct flash hider and pin/weld it to make the barrel 16" long then its not NFA and you dont have to do...
You have all good quality parts except the lower. Change it out with something else and you will be good to go.
Why is this in the NFA section? Are you planning on SBR?
I uniform my PP on my AR's so that they are all seated correctly. With the floating firring on AR's pin you can get slam fires if the primers are not seated correctly.
I use the RCBS uniformer on the trim mate.
I use 2 types of pullers
Collet Puller - better if you have a bunch to pull, easier to use - longer to set up.

If you look into digital I would suggest this scale - its what I have and it works great. It can use battery or 120V. But one of the best things is it gives you an extra decimal point, which many of the regular reloading scales dont do - this is very handy for me when Im working up accurate...
