I'll throw in a good word for the Burris P.E.P.R QD mount. It lacks some of the fit and finish of the more expensive QD mounts, but the rings hold well, it's affordable, and it returns to zero. I'm very happy with mine.

Well, it seems you have troubleshot the issues to the point that you are satisfied and believe it is the rifle. That being the case, I see only a few options from there.
A.) Call Savage.
B.) Do a barrel swap and see if that is the problem.
C.) Take it to a smith that accurizes bolt guns and see...
This indicates to me that it may not be the rifle. I would expect to see a much larger variance when moving between 50 and 100 yards if it were the rifle.
