There are two or three companeys that make barrel stiffeners for the mini14 I would look into one of these first for the money. I have seen barrels on Ebay now and then.
In a 243 any factory load will work from 55 gr to a super tough 100 or 105 that wont open much. Such a bullet will do less damage to the hide.
Winchester has a 55 gr
105s look to be a hand load.
Check you'r regs.
If you are in city limits it can be a felony to soot a pellet rifle or BB gun.
Some places it is and this can include a bow and arrow. Trapping can be forbidden to.
I'd look it up or move I live out side of town.
look for a deffrent case
you might try looking for 25-35 brass and try that.
Sometimes Winchester makes a run of older cases and they show up in all the big reloader suppliers.
look at the cases
for scratches from magazines and sizing dies.
are the primers all the same in depth?
if you had some fired cases or reloads to look at as samples.

All fixed cartige gun's must go though an FFL and wate 10 days for any trasnsfure even in famleys.
Muzel loders I think you can but if you to a website that sells muzel loaders thay will tell you.

I went to the Lassen program in California (The Glorious Peoples Republic)
I think the Trinidad program is better then Lassen and the school of trades in Denver. Witch has a high cost of living or commuting. Colorado is a free state CCW are easy to and so is the police sign off...

just look on the web you can find 98K barrels in 7mm 8mm 308 ( I have one in 308)
It's the sights that will be some work to move to a new barrel often pined and soft soldering can be time consuming.

A barrel would have to contoured and threaded from scratch.
There were never enough of this rifle to justify production barrels.
so a 30 cal blank from midway and 200$ plus for the rest.
Or get a Stevens or Mossberg 308 ect.
if you have a very sturdy vice you can pinch the barell and use a brass punch to tap it up but dont go to far. Use some force and the brass will take a dent in both ends.
Or find a good S&W gunsmith you can call S&W or Brownells for names.
