I bought a bunch of them and I've been very happy with their performance. I shot a .75" 6-shot group with them yesterday when I was trying out some different loads. Not even a cherry picked group, the other four were used up walking it in to zero :D
I haven't checked the caselaw but from the plain language of the statute it seems that having a gun with a serial # that has been defaced is illegal even if it was defaced pre-GCA.

I think it would be more fruitful to argue that the steel cored 7.62x39 isn't AP because it contains lead in the core. What the law actually says is that the core has to be composed entirely of evil metals, and M43 projectiles contain lead.
The main source of lead exposure from guns is actually from the primer, not the bullet. If you use only lead-free primers and jacketed bullets your lead exposure will be nearly zero.

I've had breakfree clp on my bare hands for hours at a time and never had a problem. Ballistol on the other hand will make your hands hurt after a while (like dishwashing detergent).
