I have the same problem. The issue though is they won't ship to those states. So if someone got it for you, and had to ship it to you, the hazmat fee would be doubled. For me, that usually makes it not cost effective.
I have shot quite a few of the RMR 2nds and not had any problems with them. All the ones that I have received look like they have water spots on them that you can wipe off if you want to. Definitely can't beat them for the price.
As far as your velocities being lower than published, it could have a little to do with the temperature. I doubt that you have the same problem as I do being that you are in Wisconsin and I am in South Georgia.

I'm glad you posted the 115 gr data you used. I'm loading the same RMR frangible right now with hp-38. I'm going to start around 4.3 and work up from there. I'll let you know what happens.
I also ordered some of these 45 "seconds". Mine arrived and appeared to have water spots on some of them. I threw them in my tumbler and they came out blemish free. I have ordered a lot from Rocky Mountain and have been very pleased with their product.
Cabela's still has a lot of powders in stock. Probably because you can only order two of any item per person per day. $20 hazmat fee is cheaper than anyone else I've found since I can't ever find anything in a local store.
