I have one of Allen's (1066) TargetMasters and like it quite well.
I use it on a 10-10. I am not fond of the 10-10's barrel adjustment. But it works well.
If you have to make a new plan, how about this:
Precision Reloading in South Dakota has a Black Friday deal on Forster Co-Ax press for $329.
This is much more than you were thinking, but it also is the Cadillac/Mack Truck of presses.
The press is the foundation of everything. Start with...
They look good. They say all the right things in their description.
Going forward, I would likely try one if I bought another turret. I am unlikely to replace the turrets I have though. I doubt I would be able to quantifiably measure the improvement.

Your intention is to replace the barrel. I suggest you load HOT (safely) and shoot the snot out of that barrel. When you replace it, you won't keep the old one laying around, because you know it is toast!
Go ahead and get the 357. Learn your reloading fundamentals reloading the 357. The straight walled cartridge will make for a much easier learning curve.
A few hundred 357's later and you will make a seamless transition to bottle necked cartridges.
