If the bolt is unaltered I think that I may choose to work on the bolt sleeve since you said that it was a little rough, may be a little out of specification. Sorry I did not pick up on your statement that the bolt sleeve was sort of rough. Hope that I offered some help, good luck.
I would remove metal from the bolt root just enough for the bolt sleeve to revolve into the correct position. Go slowly and you should be able to align the sleeve to the correct position. I've had the same problem with alignment with bolt handle weld ons. Working on the bolt handle root usually...
Is your firing pin assembly screwed into the bolt to the correct depth? Sounds to me that you are one turn short of screwing the bolt sleeve to the correct battery position. The bolt handle root may have to be altered.
