If the powder supply wasn't so diminished, I'd say pick up a pound of power pro 300 mp to break 1400 fps with a 158. Alliant lists 18.6 grains at 1690 fps out of a 10 inch test barrel on their website. That stuff sure kicks up my .357 loads a notch.

400 grain jacketed bullet: Min 34 grains Max 40 grains
440 grain lead bullet: Min 34 grains Max 38 grains.
I'd just use the 440 load data personally unless you want lower velocities to prevent leading.
If that's the case, then I'd suggest looking into another bullet where data can easily be found for the powder he wants to use.

From what I read in one of my manuals Federal primers are on the hotter side and easier to set off. They have to comply with certain regulations in regards to packaging that will ensure they don't ignite eachother if the packaging comes into contact with fire.
