Atkins marketed his device without full approval of the ATF and they shut him down after he sold plenty of the devices. Marketing an AR15 kit without their blessing might only end in confiscation where agents show up at your door. The people that bought the atkins stocks never got a refund either.

The letter above is from oct 26, 2007. There is a much older letter from the subguns forum that says the same regarding pistol to rifle and back.

What is keeping Bushmaster or some other manufacturer from producing such a kit?

The only thing I can think of that might exempt mech tech is the fact that the stock attaches to an upper and not the main receiver. If I am wrong, mechtech has unintentually created a serious problem for all of it's customers.

Serial number trace to the manufacturer will define what it started as. They stopped selling the kits long ago. I have never seen one for sale in the past 10 years.
