The M-1A uses a spring-loaded ball detent to secure the windage knob (similar to the AR-15/M-16 A2 windage knob). This is a design difference between the M-1A and the M-1 Garand and M-14. IMO, the ball detent windage knob works smoother than the belleville spring setup of the M-1 and M-14.

Pull out the bolt and make sure it wasn't ground down to fit the locking shoulder. A ground bolt tells you it wasn't put together correctly by a knowledgeable assembler.

I believe the plastic stocks are injection molded nylon with chopped fiberglass filler. You can test a dab of mineral spirits inside the barrel channel to see if the nylon softens.
I second getting an A4 with detachable carry handle for the A2 look. You can add optics later by removing the carry handle.
Other improvements would be a two stage trigger such as one from Rock River Arms. A free floating hand guard will help achieve accuracy that can be equal to the best...
BSA scopes do not have a good reputation for durability with heavy use or when mounted on hard recoiling rifles. I'd save up a little more $s and get one of the following:
