Hey folks... I thought I'd post my final solution. UTG 3-notch 1/2" riser with some Weaver X-High tactical rings. It is a good bit lighter than before and seems rock solid. It is easy to remove with just my fingers and there is plenty of room for the rear sight.

I always figured the "agricultural checkpoints" were doing that already. It is a good front for blanket search and seizure of any vehicle entering the state that is deemed suspect. Maybe I am just paranoid.
