I have a ups account and get pick up two times a day. Will ups pick up the ammo at my business? Or do I have to go to a physical hub?

What would you recommend as a starting load? On rainiers site it lists that they should be loaded to lrn specs with a max of 4.3g The local reloader I buy my equipment through says he loads to 4.8 for the local leo departments plinking ammo.

So I am starting to load 115g rainier tmj bullets with win brass win231 powder and cci primers. The old midway load data says a ctg lenght of 1.165 and to start with 3.3 grains of powder. This seems awfully low. So what do you guys think for oal and powder charge?
