    OP, with the scenario you're describing, I'd be tempted to skip a load off the ground a bit in front of two or three of them (assuming there's a safe firing background). Nasty wounds, but likely non-life threatening. A .22 will work for this as well. IIRC the angle is deflection is roughly 1/2...

    Tikka T3 Lite 7mm-08

    This! The 6.5 Swede is essentially the ballistic twin of the .260 Rem, which is itself a necked down .308, just like the 7-08 and .243. But the Swede really shines. Light recoil, accurate, and lots a decent factory ammo. I think the only reason it's not more popular here is it's a long action...

    Would a hammer-head type of grip be better for your design? Obviously, you could design your own; maybe something with lines that flowed better with the rest of the gun (you also wouldn't machine attachment points at the rear).

    ADCO is a good call. For the money, you might also look at Black Hole Weaponry, or Ballistic Advantage for light weight barrels.

    OP - cost and ammo selection are big factors, but I tell most first time buyers to go by feel as much as anything. If the gun doesn't fit your hand right, you will have a more difficult time shooting it well. As for having to carry with an empty chamber, the Israelis used to carry that way...

    Wilson used to make the Spec Ops 9 on their KZ frame, but it's been discontinued (you might find one used). That leaves STI 2011's (I don't think we can put the RRA 9mm or the BUL M5 in the 'best' category).

    9x23 Winchester in Norinco 213

    The 7.62x25 runs at 40k chamber pressure, while the 9X23 runs at 55k. Probably a non-starter. On the other hand, the .357 Sig is a pretty fair match, ballistically speaking.
