On the OP's question - I wouldn't choose a Ruger Bisley Vaquero for CCW, but the cartridge is a proven one and skill is more important than hardware.
I fire more rounds through my K22 than any other handgun. Probably more rounds than ALL my other handguns together. A .22 and 20 bucks of ammunition is a great way to spend the afternoon.
There is quite a debate on that. Some folks won't shoot anything stouter than midrange wadcutters, others see no problem with any .38 Special, +P or non+P.

PennsyPlinker -- I'm no Ruger expert, but the most obvious difference between a Blackhawk and a Vaquero would be the sights. The Vaquero (new or old) would have fixed sights and the Blackhawk would have adjustable. I hope someone more knowledgeable will correct me if I am wrong.

I have never had any issues in shooting any .22lr out of mine. Singers, Vipers, Bulk box, Eley target, they all function safely without problem. Onmilo's caution...
As I recall one of the other downfalls was that the 9mm Federal would fit in .38 S&W chambers. Visions of somebody loading up great grand-dads top break Iver Johnson with a cartridge generating three times the pressure it was built for had to send shivers up the spine.
Of my revolvers, I have had the following parts failures.
Ruger Redhawk – the strut that connects the hammer to the mainspring (the only spring) broke during dry firing. The gun had fewer than 1000 rounds but probably 10,000 dry firings. Fixed with a replacement part.

It sounds like a straight-wall replacement for the 32-20.
I think it has a lot of potential as a trail or kit gun. More power than any rimfire, and a lot flatter trajectory than comparable .38 Specials with the same recoil.
