OK, CZ 457 50 yd report:

5 shots to warm up barrel, then 5 shots Federal Hunter Match 40 gr*

zero wind, forearm bag rest, iron sights:

Not spectacular impressive, but with iron sights, barrel barely broken in, and zero experience with make and model, not bad. I could do better with several other rimfire rifles I have but they all have scopes and a whole lot more practice.

*this is the ammo I've used with rimfire pistol league competition.
OK, So it's not a competition, but hey, I posted something anyway. RAR with Tech-Sights, Aguila Superextra HV (the new stuff).
The CZ is on my short list, and it is much better looking than black plastic.

The flyer was all me, but I kept it to shoot 5 to warm the barrel, then shoot the next 5.

This and there is a modification one can make using PVC pipe to feed .22 Shorts, which I hear are not difficult to find right now.

Or you could overpay and buy the $25 for the .22 Short 10/22 mag.
 
I have no experience from either, but from what I gather on the forums the Tikka is more accurate than CZs.
I recently read some comparison range reports on Rimfire. The Tikkas look really good with a wide range of typical ammo. But it seems that with certain higher grade ammo the CZ may have an edge. I think better guns show their stuff with premium ammo. Maybe anyway. I am a Tikka fan so if I were to be looking for another rimfire a Tikka would be on my short list.

I have several models of the CZ 452s and a 453, along with some other 22 Rimfires. The one I enjoy shooting the most if I'm shooting from a rest (a bench or something similar) is the BRNO Model 4, which is essentially a precursor to the CZ 452, built back when they had even more craftsmanship in them than the excellent 452s do. They were made in the 1950s so you can't necessarily just run out and buy one, but one will come up for sale on GB pretty often. It's a pretty big gun, though, not one that many people would want to go totin' through the woods or pastures a lot.

I've shot a lot of .25 - .35" groups with it at 50 yards.

Edit: Another thing I love about a gun with this long of a barrel is that no hearing protection is needed. Shooting standard-velocity ammo like SK Pistol Match, the ring of a steel target (such as the one shown below) at 50 yards is louder/sharper to my ears than the muzzle blast. Of course, at a public range that wouldn't be an advantage because you'd have to have protection from other guns, but most of my shooting is done when I'm by myself.

If you can find one, I'd recommend a Remington Model 504, except that, like many of the otherwise fine recommendations in this thread, it doesn't come with the iron sights listed in the op's "requirements".
I love my Rem 504 and though they don't come with iron sights, it would be easy to install a front ramp and rear receiver sight.
 
Since we all(me and 2 sons) have 10/22s..think I'll look for an 'alternative' rim fire 22LR rifle. Only 'requirements' are bolt action, box type magazine and iron sights.

I ran through the answers and it doesn't look like anybody mentioned the Browning T-bolt. You might check that out. A truly excellent rifle and a fast shooter.
