22LR vs 22WMR vs 38 for recoil and efficiency

Because they do test the Lapua or Eley ammo more and that is well known. I never claimed that Lapua/Eley ammo wasn't tested more thoroughly than general .22 ammo, I said defensive ammo wasn't compared to general ammo. Lapua/Eley isn't defensive ammo.
Many of those premium lines are also loaded on a slower assembly line to enhance quality

For recoil, do not choose a lightweight firearm a heavy gun will tame recoil a lot more than a light one. I carry a 686 and I have shot a 642 smith and Wesson, and shooting the 642 is more painful to me than shooting the 686 with full loads of 158 gr rounds. There is nothing more efficient, financially speaking than a 22lr, reliability maybe a factor but I am a firm believer if you buy top tier ammo like eley, rws, lapua and others the reliability factor is lessened.
Good advice! While S&W 642 is nice to carry a All Steel S&W Model 36 is more comfortable to shoot!
