My Hornady handbook has a choice of powders. I have 4350 and BL-C2. These are for my wife's Ruger youth model with its 16+ inch barrel. Max range is 175 yards. Max velocity is not desired. I want to shoot straight enough but the least muzzle blast. Max critter is 90 pound coyote (rare). 60 pound feral dog is common.

Listed are
BL-C2 max 40.4 at 3500 fps BOTH WITH LONGER BARRELS
4350 max 47.7 at 3500 fps. BOTH WITH LONGER BARRELS

I am guessing the faster BL-C2 will tend to burn up more completely in the barely legal barrel. What I do not know is since the pressure builds up the barrel, will a 36 gr load shoot with more or less noise that 40 gr?
 
Hornady #6 has .243 70 grain loads for a 15" T/C Encore pistol.

H-4895, AA-2520, IMR-4064, RL-15, and VITH-N-140 are listed.

Myself, I settled on IMR-4064 for light bullet loads in a 24" 25-06 in an attempt to reduce muzzle blast.

I could get about the same velocity I had been getting with H-4831, using 10 grains less powder.
It made a huge differance in blast & fireball.

Don't know what to tell you about BL-C2 vis 4350 in a 16" barrel, but I think it would be worth a try.
