Way too slow to work in .30 carbine.
That's why you can't find any data.

IMR-4198 is the slowest powder you can use in .30 carbine, and only then as a compressed charge giving pretty low velocity.

Your best bets are AA#9, W-296/H-110, IMR-4227, or 2400.

A real good rule of thumb is,
If you can't find published data for it, Don't.

I agree, the 30 Carbine is a magnum handgun class cartridge. As a matter of fact H110 was developed for loading the 30 Carbine. Any powder you would use in a .357 Magnum will work well in the 30 Carbine...
 
The other thing is, the M-1 Carbine is gas operated.
The gun and cartridge were designed around powders such as 2400 and H-110.

A powder that is too fast burning will not provide enough gas pressure in the barrel to operate the action.

A powder that is too slow burning, such as IMR-3031 will provide too much residual bore pressure, faster bolt velocity, and will beat the gun to death.
