ISRA: $300 Million Gun Ban Could Bankrupt Illinois

SPRINGFIELD, Ill., March 19 /PRNewswire-USNewswire/ -- The following was released today by the Illinois State Rifle Association (ISRA):

A gun control bill currently making its way through the Illinois Senate could prove to be the "coup de grace" to the state's seriously ailing finances. The bill in question, SB16, would require the registration of certain semiautomatic firearms within 90 days of the bill's signing by the governor.

The ISRA estimates that there may be upwards of 10 million affected firearms in the hands of law-abiding Illinois citizens. To remain on the
90- day schedule, the state would have to hire approximately 7,000 new employees to process in excess of 111,000 registration forms per day.

The costs associated with this registration program would be staggering. Taking salaries, equipment, supplies, and real estate into consideration, the state could expect to spend at least $300 million to process the initial flood of registration forms. File maintenance and registration renewals in the out years would heap additional expense on an already strained state balance sheet.

"Even in the best of times, $300 million is a lot of money," commented ISRA Executive Director, Richard Pearson. "And these ain't the best of times for Illinois. Standing-up an operation to process 111,000 registration forms per day would be a monumental task -- an endeavor full of uncertainty. As Canada learned in its recent attempt to register guns, costs associated with gun registration programs can quickly spiral out of control. What started out to be a $2 million plan to register Canada's rifles has grown into a $2 billion debacle that has done nothing to make the people of Canada safer. The registration boondoggle has also cost a number of Canadian politicians their jobs."

"Like all 'assault weapon' bans, SB16 is essentially symbolic," continued Pearson. "Even the Chicago Police Department's own murder analyses show that firearms included under the ban are rarely, if ever, used to commit murders. The impact of SB16 on crime would be zero, but the bill's impact on the state's budget would be a gut-shot to the tune of $300 million."

"Legislators really have to ask themselves whether spending $300 million to attack the rights of law-abiding citizens while ignoring the career criminals responsible for 88% of murders is really a good investment. I suspect that we all know what the taxpayers, who would have to pick up the tab for this folly, would say."

The ISRA is the state's leading advocate of safe, lawful and responsible firearms ownership. Since 1903, the ISRA has represented the interests of over 1.5 million law-abiding Illinois firearm owners.

Nice, well thought out, and reasonable stance. Needless to say it will probably be ignored.

The Illinois lawmakers could care less about how much money it will cost! After all, it's the taxpayers money! Besides, it will add 7,000 jobs! (I wonder if they'll hire "undocumented migrants" to register those firearms?)

    Lastly, "It's for the CHILDREN!"

Legislators will find a way to make gun owners pay for it, like a $50 annual registration fee or some other nonsense........

This is a very bad idea! It opens the door for some technologically astute criminal will hack the system, steal the database, and put together a tremendous "shopping" list. Then, can post it on the internet to help other thieves steal the firearms, or to attempt to embarrass the owners.

How many million hours will gunowners stand in line to do the paperwork. Maybe the cop shops will only be open on Tue & Thurs from 12-2 to take registrations.

It won't bankrupt the state. As noted already, there will likely be fees attached. Plus, the whole notion is based on the 90 day scheme. It will simply be modified or interpreted to say that registration forms must be submitted within 90 days, not that they have to be processed by them. With that simple change, the whole notion of bankrupting the state goes right out the window.

    Hmmm,...

Not a word about the constitutionality of registration, eh? Screw the $300,000,000.00, how about the plan to register these guns followed by the inevitable confiscation? Looks like the Illinois legislature is looking for war. Tyranny may not necessarily be at or begin at the national level, you know.

O.K., Illinois. Let your legislators know that you know what they are up to. There is only one reason to register guns and that is to set the stage for confiscation. There is only one reason to confiscate guns and that is to set the stage for tyranny, dictatorship, despotism; any one, combination, or all three. That is the truth. Anyone telling you different is either ignorant, stupid, or lying.

In the People's Republik I'm sure this registration will not be a freebie- Not only will there be $'s to be had but a certain percentage of the income is probably already earmarked for private pockets- It's not like this type of thing is a new concept for any government- The dollar flow schematic is as old as the Whiskey Tax and has been fine tuned in places like Illinoiski to maximize the graft potential-

    What's 300 Mil?

Didn't seem to keep the criminal mayor of Chicago from tearing down a perfectly good airport, only to leave the citizens to pay for his crime. But I digress. :fire:

Put $100,000 in electric chairs and use the rest of the $300 million to pay the light bill.

So sorry you guys are all light weights in you knowledge of the Sodom on the Mississippi we call IL. This is how it will work if this really goes through. You have x many days to get this done if at the end of this time it is not done you have to forfit the weapon or you will be commiting a Whatever felony. The hrs will be what we set. it has to be done in person and only in Springfield or the new state capital ****cago. There will be amnesty in ****cago for the safe passage of those with those evil guns so you can register them. However if you get caught with said weapon by CPD well we hope they all got the message. There will be of 2 your typical govt. clerks in each city to handle the paperwork. Remember it is up to you to comply with our rules. If it is not done in time turn it in. Also keep in mind the golden rule. We the goverment has the gold so we make the rules. Thank you for your cooperation.\

They'll charge a fee, that's how they're going to finance this.

********** is very good at this sort of stuff. Pass silly regulatory laws but make the affected parties carry the burden of making it happen.

Anay good links re: spiraling costs in Canada?

I'd love to see a website or something that has a timeline with promises / estimates / reality / projected spending for the mentioned out-of-control costs in Canada; it's the first I've heard of it ... 2 million to 2 billion -- really? :)

How many days do they give you to clear out of the state? I would suggest Missouri; it is close by and a good gun state. You could more to the Ozarks and buy a nice little farm and subsistence hunt! I have always followed my own advice and lived in good-ole-boy country!

I wish you guys in Illinois the best. After moving in 2000 from Glen Ellyn I did not realize how bad the gun control was getting.

    Keep up the good fight!

If America needed a good example of how a gun registration scheme could cost a fortune and accomplish nothing we can look to Canada as the example.
Unfortunately politicians don't care about costs. It's not their money they are flushing down the rat hole.

Didn't Omaha repeal it's registration requirement after concealed carry passed?

Still, I'm going to start falling behind on NE issues, the only family left there are moving out soon.

This is why private transactions are nice. I personaly believe the government has positively no right to register long guns, and if they try to, it calls for cival disobedience.
