What is the difference between the 4 as for as price of ammo and ballistics? 300rem short action, 300savage,300win, and 300rem ultramag

Of the four you listed, the .300 Win Mag is the best bet for ammunition -- it's an established cartridge with a large following.

The .300 Rem Ultra Mag and the .300 Rem short action have yet to establish themselves (and may well be flops.)

The .300 Savage is a fine cartridge, but no one makes rifles for it any more. If you have one, learn to handload and stock up on brass.

.300 savage is in essence a short necked .308Win. Actually the .308 Win is a 300 savage with a longer case neck to better hold heavier, and thus longer bullets in a stable manner.
