Good morning
My old Speer book #10 shows you are good to go in the 38 Special but the .357 mag tops at 7.8. This is a 30+ year old book & that .2 grain variance may not be a factor today with diffences in gliding material.
Personaly I would think of the 95% factor. If a 95% load of Bulllseye is to slow shift to Unique .. if a 95 % Unique load is not fast enough go to 2400... Max loads with fast burning powders can get out of hand and there are too many great slower burning powders out there that will safely move that projectile.
