Can I get a 6.8 spc upper and will it fit on my lower receiver which is an ar15 .223 lower
 
Will it fit? Yes, although you may have to change out your buffer spring and buffer. Not 100 percent on that though, and I do believe you can use the same mags, or modify them slightly to get them to work.

No, not quite.

To change to the 6.8 SPC caliber on an AR15, you have to change the

1) Bolt -- you can use the same carrier
2) Barrel (most people just swap the whole upper to get 2 calibers)
3) Magazine

5.56 magazines will generally NOT work. Some people have been able to tweak the feed lips but this is an iffy proposition. Plus, there is no reason to do this now that there are plenty mags available especially for the 6.8. You should not have to change the buffer and spring.

This is applicable to any cartridge that meets the OAL restrictions of the mag well. Really big thumpers like the 458 Socom may require spring/buffer changes. Pistol caliber conversions often require spring/buffer changes but my 9mm runs just fine with the stock buffer.
 
Yes it will. I did not have any problems with buffer and buffer spring. Buy Pri or Barrett mags (which are expensive) and you should not have any problems with them. At least I didn't. C-Products mags can be found cheaply, but have no experience with them.
 
I run an H2 buffer in all my AR15s and M16s, except for an Enidine in one of the M16 shortys (slows RPM). I swap back and forth 5.56, 6.5 and 6.8 all the time with no buffer swap.
