Can anyone tell me who first made this cal. Germany? Russia? ???

It was Russian, and from what I understand it was inspired by the mid-power cartridge the Germans had developed for the SG 44, the 7.92mm. Russian in design, German in inspiration but not at all a direct copy. Wikipedia could probably answer it for you definitively; they have good resources on most all cartridges. Someone has put a lot of effort into making it a good resource for shooters.

Developed by the Russians @1943 and originally used in the SKS then the AK. Brought about by their "exposure" in 1942 to the 7.92x33 Kurz used by the Germans in the MKB42 rifle. Improvements would lead to the STG44

The first version was known as the 7.62x41, but it was later shortened through the neck to produce the 7.62x39 we know today; the IDEA of a shortened round to make an effective automatic individual weapon was nothing new, but the Germans were the first ones to put it into practice in a big way, with the 7.92x33 Kurz.
