Well, for hardened screws, I use a Dremel cut-off wheel, and dress the end on a fine belt sander belt.
For soft screws, a fine tooth hacksaw works fine.
That is the way it is done by most gunsmiths.
Cutting off a screw without messing up the threads ain't brain surgery.
