I have a Walther P99, (had a P99c too, but sold it when I got a PPS), and both of the P99's would function perfectly with Winchester 115 gn. White Box fmj, (plinking ammo), Gold Dot 124 grain jhp's would function perfectly, but impact low at 7 yards.
My favorite self defense round (in all my 9mm's) is DoubleTap 115 jhp's.

My WALTHER P-99 has fed and fired everything I have tried. So far that includes:
FEDERAL 124 grain HYDRO SHOK and +P+ HYDRO SHOK
FEDERAL 124 grain HST +P
FIOCHHI 115 grain JHP
REMINGTON 124 grain GOLDEN SABRE +P
REMINGTON 115 grain JHP
SPEER 124 grain GOLD DOT
WINCHESTER white box 115 grain ball
yup I had a bunch of blaser crap ammo(wouldnt work the action on my marlin .22) and gave it to some guy at the range in exchange for some range time with his gun. ATE it up.
I took the P99 out yesterday morning. I started out with 115 gr. Winchester. I could keep most rounds in an 8" circle at 15 yards shooting free hand. After I finished that box, I started shooting some bulk remanufactured ammo I got from Dick's sporting goods. It cycled just fine, but I probably only got 4 out of the 15 rounds in the 8" circle. I hope my Browning Hi-Power likes the bulk stuff better.

I had that same problem when I started shooting my P99. You might want to take a look at your grip and trigger pull. The P99's AS trigger, though nice, sometimes causes my finger to "muscle off" a bit.
