Anger Management Course to buy ammo...FL Bill Introduced

    This Really Burns My Backside! Oooops!

    So, if you get upset reading this proposed legislation, you better sign up for Anger Management?! The article's title is: "Florida bill would require anger management courses for bullet buyers".

    Well, this article got me thinking how others feel about A) having to take a class to get a concealed handgun permit, then B) having to take Anger Management" classes to purchase the ammunition?! And to repeat it every 10 years? Of course, you could endure a 3-day waiting period, right?

    I legitimately ponder, what comes next, if you make any form of negative comment during the purchase, you're disqualified? I see that as a possible, natural extension of this proposal. I'll sit back and "cool-off" while you guys post first. After a 3-day waiting period, or after I successfully complete anger management, I'll be back and make a follow-up post. :D

    Here is my question, and my reason for posting this thread and link: Do these requirements make sense? Do they work? Is there any legitimate data, not opinions, that such measures actually have saved lives or reduced crimes?

    Yes, because a little anger management class would do wonders for sociopaths and the criminally insane. :rolleyes:

    The only anger management class/program that I am aware (here in NC) are a part of an agreement with the court/defendant which can be required for a PJC or dismissal on first offense type things...So with that said.

    If anger management classes are required to either buy ammo, or buy ammo without waiting 3 days, it seems that this is one weird requirement...Why would you want someone who has had an anger issue that went to court, to require the class be required to purchase ammo, but those who have not had any issues with anger have to wait at least 3 days, or more?

    That's backwards to say the least...

    I just spotted this article on Fox news

    The basic idea of the article is that you would be prohibited from buying ammo until you complete anger management classes. After your initial class, you would have to attend a class every 10 years.

    It's a new low...

    Are you referring to legiscriiters, congress critters, goobernators , presidunces and the like?

    After attending a number of county legislative meetings I`ve concluded sociopaths and the criminally insane consitute about 75% 0f my county`s legislators!

    Thankfully it's just for show and won't get anywhere. I wouldn't be surprised to see a similar bill pass in CA though.

    They already have a backdoor anger management program in Illinois. It's called the FOID delay. If you call the ISP and display anger over the excessive delay in processing your FOID card they just lose your application. Just kidding... not really. ;-)

    Some folks might need an anger management course not when buying ammo but when driving from store to store and NOT buying any. :fire:

    Anger management: a program for those who have issues controlling their emotions, that you attend AFTER you get into trouble, usually over violence

    So:
    She is for VIOLENT people having instant access to ammo???:banghead:

    I am really embarrassed she is my representative. Just sent her an email (tried to word it nice), but it's hard not to call her an idiot. Her and Corrine Brown are a total joke here in Jacksonville. Unforunately, the way the area is gerrymandered, it's going to be hard to get rid of them.

    That's great. Next time I have some Fudd tell me they should ban AR's and only allow Hunting guns I'll remind him of this, and the fact that only arms are protected. Not hunting guns.

    How about anger management classes to buy gasoline? That makes at least as much sense, and driving isn't a constitutionally protected right. Of course if you placed that kind of onerous burden on law-abiding DRIVERS, you'd see how fast "common sense controls" becomes a real issue for the average voter...

    Here is the text of the Bill:

    1 A bill to be entitled
    2 An act relating to firearms; amending s. 790.0655,
    3 F.S.; requiring a 3-day waiting period for the sale of
    4 any firearm; providing exceptions; providing
    5 penalties; creating s. 790.06551, F.S.; prohibiting
    6 the sale of ammunition to a person who has not
    7 completed an anger-management program; requiring
    8 certification of completion of an anger-management
    9 program to be renewed every 10 years; providing
    10 minimum program requirements; prohibiting the purchase
    11 of ammunition by fraudulent means; providing criminal
    12 penalties; providing an effective date.

    14 Be It Enacted by the Legislature of the State of Florida:
    15
    16 Section 1. Section 790.0655, Florida Statutes, is amended
    17 to read:
    18 790.0655 Purchase and delivery of firearms handguns;
    19 mandatory waiting period; exceptions; penalties.—
    20 (1)(a) There shall be a mandatory 3-day waiting period,
    21 which shall be 3 days, excluding weekends and legal holidays,
    22 between the purchase and the delivery at retail of any firearm,
    23 as defined in s. 790.001 handgun. “Purchase” means the transfer
    24 of money or other valuable consideration to the retailer.
    25 “Handgun” means a firearm capable of being carried and used by
    26 one hand, such as a pistol or revolver. “Retailer” means and
    27 includes every person engaged in the business of making sales at
    28 retail or for distribution, or use, or consumption, or storage
    29 to be used or consumed in this state, as defined in s.
    30 212.02(13).
    31 (b) Records of firearm handgun sales must be available for
    32 inspection by any law enforcement agency, as defined in s.
    33 934.02, during normal business hours.
    34 (2) The 3-day waiting period does shall not apply in the
    35 following circumstances:
    36 (a) When a firearm handgun is being purchased by a holder
    37 of a concealed weapons permit as defined in s. 790.06.
    38 (b) To a trade-in of another firearm handgun.
    39 (3) It is a felony of the third degree, punishable as
    40 provided in s. 775.082, s. 775.083, or s. 775.084:
    41 (a) For any retailer, or any employee or agent of a
    42 retailer, to deliver a firearm handgun before the expiration of
    43 the 3-day waiting period, subject to the exceptions provided in
    44 subsection (2).
    45 (b) For a purchaser to obtain delivery of a firearm handgun
    46 by fraud, false pretense, or false representation.
    47 Section 2. Section 790.06551, Florida Statutes, is created
    48 to read:
    49 790.06551 Sale of ammunition; mandatory anger-management
    50 program; penalties.—
    51 (1) It is unlawful to:
    52 (a) Sell ammunition to another person who does not present
    53 certification that he or she has successfully completed an
    54 anger-management program consisting of at least 2 hours of
    55 online or face-to-face instruction in anger-management
    56 techniques. The certification must be renewed every 10 years.
    57 (b) Purchase or otherwise obtain ammunition by fraud, false
    58 pretense, or false representation.
    59 (2) A person who violates this section commits a
    60 misdemeanor of the second degree, punishable as provided in s.
    61 775.082 or s. 775.083. A person who violates this section a
    62 second or subsequent time within 1 year after a prior conviction
    63 commits a misdemeanor of the first degree, punishable as
    64 provided in s. 775.082 or s. 775.083.
    65 Section 3. This act shall take effect July 1, 2013.


    An absolutely astonishing application of logical reasoning. This does nothing to address or curb crime. It does, however, create a new class of criminals. Equal protection arguments? Reloaders? Wow. I'm embarrassed for her. I simply fail to comphrehend why this makes sense to her.

    I am currently tracking eight anti RKBA-related bills at various stages in the FL Senate (still going through the house ones). As with most others, the FL Senate and House have websites that allow you to track bills:

    If you search the term "weapon", 27 and 39 bills show up in the Senate and House, respectively.

    I feel good about our chances, but as noted above we are overrun with people from other states (including myself), many of an anti mindset (unlike myself). I never would have thought CO would go the way it has, but have since been schooled by our CO brethren (and sistren of course) that the state has been inundated with antis.

    I would amend the bill to include anger management for:

    1. Anyone who buys alcohol
    2. Anyone who gets married
    3. Anyone who buys a car
    4. All folks over 65 in FL

    All these situation can lead to social unpleasantness due to anger.
