This one uses the usual 1 x 2 sticks, but without a complicated and heavy base. Use two threaded eyelets per stick, one at the bottom and the second a couple of inches higher up.
The sticks will be secured to the ground, through the eyelets, with 12" garden or tent stakes (they look like large nails), or you can homemake stakes from 1/4" rod.
That's it. That's all there is to it.
Staple targets to the sticks and you're done.
This arrangement is much stronger than it sounds and will stay upright surprisingly well.
It works for cardboard barricades, too.

No charge.
