Who knows? But it is a recourse that we do have! We might as well take advantage of every opportunity, however small.

As near as I can tell: No.

Dumping the EA/EO would only allow importation of "as is" weapons. So, they'd not go to CMP (the returned US property ones have already been to CMP). Now, if it happened, it would do some good, the profits go to fund the ROK Army. But, the party with the greatest benefit would be the importer, who probably agreed to buy at around $150, and is now looking to be able to flip at $600-800 each.
 
CapnMac is correct. This isn't going to help/hurt CMP, but will allow commercial importers to bring them in and SELL them to us.

As to these petitions, as long as they don't fool people into thinking that's all they need to do is "sign", they may not do any harm. Better if they were focused where they'd be seen as applying some pressure, i.e. directed at Sec State or head of Senate Commerce.
 
Unilaterally broadening the interpretation of "sporting purposes" which his agencies are fully empowered to do, would accomplish this and a whole lot more. Basically, all federal regs but NFA features and GCA licensing would be mooted in an instant.

^ is probably the best approach.

Have POTUS direct that all agencies treat all competition and recreational shooting as meeting the "sporting purposes" definition. It would be a temporary fix until the law would change, but it would establish the new standard.
