I have an opportunity to buy new AR rifle for what appears to be a decent price. I only want the complete lower from it.

What could I reasonably expect to get from this upper, complete? If you wouldn't mind breaking each major component down as well regarding value, I'd appreciate that too (or at least just the complete upper minus the OKO sight):

It a Bushmaster upper with fixed FSB, flat-top, tactical charging handle, 11.5 barrel (1x9 twist) with silver soldered 5.5" flash suppressor (has tons of holes in it), M4 handguards, DPMS removable rear sight, CavArms OKO target sight. Everything is brand new, never fired.

For the life of me I don't understand why someone would go with a 11.5 inch barrel with that huge flash suppressor instead of just getting a 14.5 barrel with a smaller flash suppressor. Since it has to be 16inches long, why would you not want that to be mostly rifling?

Locally it would be hard to sell that for anywhere near new, because nobody really wants the 11.5 barrel upper. However the sights should help the sale, or to cover what you paid for the upper.

Yeah, unless someone was buying it for the 11.5 barrel for an SBR project and just got rid of the suppressor. I have an SBR so could potentially use it for that, but honestly I just want a lower for another project, and I can get this one locally FTF with no paperwork, which sweetens the deal. But I have to buy it complete, even though I don't need the upper or the OKO sight.

What's wrong with 11.5" uppers? Some people think they're cool. And trust me, when it comes to black rifles, cool sells. Someone might want to permanently attach a suppressor to a rifle, which would make an 11.5" much more desireable. Isn't it lighter, too?

I'm not saying that 11.5" is my gun of choice, or that it's the best gun out there, but people have different tastes and I'm sure to someone that upper looks amazing.

The only reason anyone would want such a thing is for looks. Chopping 3 inches of rifled barrel length off for a humongo aluminum can full of holes isn't going to do anything positive for ballistics. Not to mention its probably going to be louder as well.
