In regards to the ATF F 5330.20 form, is it possible to get a C&R if you're not a US citizen? If you aren't, how exactly would you proceed--or are you basically out of luck?

I'm pretty sure that you can get a C&R FFL as a non-citizen, as long as you are a Permanent Resident. The Feds usually treat PRs just like citizens when it comes to gun stuff.

I'm a permanent resident and I have an 03 FFL. There was no hassle.
ATF treats perm residents same as citizens for most purposes.
If you aren't a perm resident I don't think you are allowed to buy any firearms at all let alone get licensed.
