Our rifle is the target of the anti gun crowd once again. As you can see by the above picture that is MY signature rifle as I was selected by Aberdeen Proving Ground to be the Test Director for the M16A1E1 Technical Feasibility Testing that led to that rifle being type classified as the M16A2.
This was a gutsy move for the Marine Corps because in that time frame we were not at war and funding for projects above a million dollars was MAJOR MONEY out of the Marine Corps budget.
Major Bruce Wincentsen USMC was chosen by the Corps to be their Project Manager and he was passionate about a new concept to the point that he drove from Quantico to Aberdeen Proving Ground to interview the designated Test Director.
I remember that day clearly. I was at my desk and the Section Chief Bob Connolly called me over to his cubicle and told me to go to TECOM HQ and go to the Conference Room for a meeting. I asked him what was going down and he said in effect: "there is going to be a new M16 variant test and you are going to be the Test Director". That really got my curiosity up as I had come to Aberdeen from the Army Small Cal Weapons Lab and there was absolutely no talk there of a new variant even being considered.
I found the Conference Room and walked in and there was only one person in the room and that was Maj Wincentsen. When we spotted each other we both started grinning and I walked up to him and we shook hands and he said, What are you doing here?" I said, "I'm going to be the Test Director on this project--- what are you doing here?" He said in effect "I'm the Project Manager--I wanted to see who was going to be running my test-- and you just made my day. What is your home phone number-- here's mine."
At that moment the TECOM Liaison Officer walked in and Wincentsen told him he was pleased. The Liaison Officer was kind of puzzled as it was obvious we were hitting it off very well and we explained to him that we had been shooting against each other the last 9 years or so at matches from Camp Perry, Quantico, Oak Ridge,Tenn. for starters as Wincentsen was also on the Marine Corps Rifle Team.
I guess that was the smallest conference ever held in that room as we three were the only ones there.
Thus my experience with the AR could be a asset to the efforts to protect our rifle.

A former member Interagency Advisory Committee on Security Equipment: Washington and the International Wound Ballistics Association. He provided sworn public corruption witness testimony before the House Ways and Means Subcommittee on Oversight. Supporter of NRA’s “national concealed carry” plan. President’s 100, Double Distinguished, campaign volunteer for pro-gun candidates, fire/rescue volunteer, Eagle Scout, Shriner.
